Iowa: Right to Keep and Bear Arms Constitutional Amendment & Permitless Carry Pass Senate Subcommittee

Yesterday, a Senate Judiciary Subcommittee passed Senate Study Bill 3155 to propose an amendment to the state Constitution guaranteeing “the right of the people to acquire, keep, possess, transport, carry, transfer, and use arms” and Senate File 2106 to enact permitless carry in Iowa.  Both bills will now go to the Senate Judiciary Committee, which could take them up for consideration as early as next week.

“Strict Scrutiny” Amendments: Iron Plating for the Right to Keep and Bear Arms

The Iowa legislature is considering House Joint Resolution 13 to add a right to keep and bear arms to the state’s constitution. Should the introduced language eventually be adopted, the Hawkeye State would become the fourth – behind Louisiana, Missouri, and Alabama – to explicitly designate strict scrutiny as the required judicial standard for adjudicating restrictions on the right to keep and bear arms.

Missouri: Right to Keep and Bear Arms Constitutional Amendment Awaits Action in House

Last week, the House General Laws Committee voted “Do Pass” on Senate Joint Resolution 36 and this measure is currently waiting to be added to the House floor calendar.  Sponsored by state Senator Kurt Shaefer (R-19) and being handled in the House by state Representative John Diehl (R-89), SJR 36 would strengthen Missouri’s current right to keep and bear arms constitutional amendment, Section 23, Article I.
